Consumer Law and Dispute Resolution in Türkiye

Consumer disputes in Türkiye can involve defective products, incomplete services, refused refunds, online purchases, subscriptions, banking transactions, travel arrangements, private healthcare and residential services. Foreign nationals generally benefit from Turkish consumer protections when they acquire goods or services for personal use.

Yilmaz Attorneys advises foreign consumers and businesses on rights and obligations under Law No. 6502 on Consumer Protection. We provide early case assessment, formal demands, Consumer Arbitration Committee applications, mandatory mediation and court representation.

Legal Support for Consumers

  • Defective goods: Claims involving products that do not match the contract, advertised characteristics or reasonable quality expectations.

  • Defective services: Claims concerning incomplete, delayed or improperly performed professional and consumer services.

  • Refunds and replacements: Advice on cancellation, price reduction, repair, replacement and repayment rights.

  • Online purchases: Withdrawal rights, delivery failures, marketplace disputes and reimbursement claims.

  • Warranty disputes: Problems involving authorised services, repeated faults, repair periods and rejected warranty claims.

  • Subscriptions and communications: Disputes concerning internet, telephone, utilities, memberships and recurring charges.

  • Travel and accommodation: Package tours, hotel bookings, cancellations and services that differ from what was promised.

  • Banking and card transactions: Consumer credit, unauthorised payments, disputed charges and related contractual issues.

Advice for Businesses

We also assist companies that sell goods or provide services to consumers in Türkiye. Our work includes:

  • Reviewing consumer contracts, online terms and refund policies

  • Advising on pre-contract information and distance-sale requirements

  • Preparing responses to consumer complaints and formal demands

  • Representing businesses before Consumer Arbitration Committees and Consumer Courts

  • Reviewing warranty, after-sales service and subscription practices

  • Identifying unfair-term and advertising risks before they become disputes

Consumer Arbitration Committee Applications

For 2026, disputes valued below TRY 186,000 generally fall within the jurisdiction of the Consumer Arbitration Committees. Applications may be made at the consumer's place of residence or where the consumer transaction took place. Foreign applicants may use a passport number or foreign identification number.

The application must identify the parties, explain the dispute, state a clear remedy and include the available evidence. A poorly defined request or incomplete document file can delay the process or weaken an otherwise valid claim.

Mandatory Mediation and Consumer Court Proceedings

Disputes at or above the applicable statutory threshold generally proceed through mandatory mediation before a Consumer Court claim is filed. Exceptions apply, including challenges to Consumer Arbitration Committee decisions.

We assess jurisdiction, limitation periods, evidence and the economic proportionality of proceedings before recommending litigation. Where a claim proceeds, we manage the mediation stage, pleadings, hearings, expert reports and settlement strategy within the agreed scope.

Our Approach

Consumer cases are often document-driven. We begin with the contract, invoice, payment record, advertisement, correspondence, delivery evidence and any technical or service report. We then identify the available remedy, the correct authority and the most proportionate route.

Not every low-value dispute justifies full legal representation. Where appropriate, we may recommend a focused legal review or demand letter instead of a broader proceeding.

Why Work with Yilmaz Attorneys

Foreign consumers may face additional difficulties involving language, proof of identity, translated documents and unfamiliar administrative procedures. We provide clear English-language advice and coordinate the Turkish filings required to protect the client's position.

Businesses receive practical guidance that addresses both the immediate complaint and the underlying contract or compliance issue.
